When considering an appeal of an action under this process, the city council may review all aspects of the decision and may uphold, revise, or reverse the decision being appealed. The city council shall make the final decision of the city on the action, and shall exercise all the decision-making power that the city council would have had to approve, approve with modifications or conditions, or deny, had the city council presided over the hearing held by the hearing examiner. The city council shall decide the appeal on the basis of the established record, with no or limited new evidence or information allowed to be submitted and only appeal argument allowed.
