The city adopts the State Environmental Policy Act (SEPA), RCW 43.21C.120, and the SEPA rules, WAC 197-11-904. This chapter contains this city’s SEPA procedures and policies. The SEPA rules, Chapter 197-11 WAC, must be used in conjunction with this chapter. The SEPA rules may be waived pursuant to RCW 34.05.313(2) whenever the city enters a written agreement with the Washington State Department of Ecology to participate in a pilot project to test proposed or newly adopted rules, when such agreement provides for waiver of particular SEPA rules as authorized by RCW 34.05.313.
