All tow truck operators having a letter of appointment to provide towing services for the city of Lynnwood shall maintain approved uniform rates, notwithstanding that rates may be maintained at a lower than approved level, which shall be reviewed and approved every two years by the city council, provided, rates which are established shall remain effective until the council approves new rates.
