The purpose of this chapter is to protect the city’s surface and groundwater quality by providing minimum requirements for reducing and controlling the discharge of contaminants. The city council recognizes that water quality degradation can result either directly from one discharge or through the collective impact of many nonpoint source discharges. Therefore, this chapter prohibits the discharge of contaminants into surface and stormwater and groundwater, and outlines preventive measures to restrict contaminants from entering such waters. These measures include education, source control, implementation of best management practices (BMPs), as well as enforcement, amongst others. (Ord. 3443 § 2, 2023; Ord. 2834 § 1, 2010)
