Prior to completion of construction of the sanitary sewage system, whenever any land, building or premises is required to be connected with the public sewer as provided in this chapter, the administrative authority shall serve upon the owner of record of said land, building or premises a notice in writing specifying the time within which such connection must be made, which time shall not be more than 90 days from the date of delivery of such notice.
