Any property that was served by a private sewage system on January 22, 1963, may legally continue to be served by such system if no public sewer is available within 200 feet from any proposed building or exterior drainage facility, if such system meets the standards of this title, and if the owner secured a private sewer permit for such system within 90 days of January 22, 1963.
