Before commencement of construction or abandonment of a private sewage disposal system, the owner, his agent, or his sewer contractor shall first obtain a written private sewer permit signed by the director of public works. The private sewer permit application shall be submitted to the department of public works for processing as required by LMC 2.44.040. The cost for such permit shall be as shown in Chapter 3.104 LMC.
