A violation shall occur if any reporting requirements established by permit, agreement, accidental discharges, upset conditions, written request of the director, or as specified by general pretreatment standards 40 CFR 403.12, are not complied with, and may be subject to enforcement actions as outlined in the enforcement response plan (ERP).
