Each discharger shall provide protection from accidental discharges of prohibited or regulated materials. Facilities to prevent accidental discharges of these materials into the POTW shall be provided for and maintained by the discharger at the owner’s expense. Detailed plans and specifications of such facilities shall be submitted as a part of the waste management report required by the wastewater discharge permit or limited discharge permit. Review and approval of plans and operation procedures does not relieve the discharger from the responsibility to comply with discharge limitations or to modify his treatment facilities in the future to meet subsequent standards, regulations or requirements.
