Any user operating under an industrial wastewater discharge permit incorporating mass or concentration limits based on production levels shall notify the city within two business days after the user has a reasonable basis to know that the production level will significantly change within the next calendar month. Any user not providing a notice of such anticipated change will be required to comply with the existing limits contained in its industrial wastewater discharge permit.
