Pursuant to the requirements of 40 CFR 403.8, the city shall annually publish in an official daily local newspaper of general circulation, a list of those dischargers which during the previous 12 months were determined to be responsible for significant violations of the limitations established by this chapter and applicable pretreatment standards or other requirements pursuant to this chapter.
