“Comprehensive plan” means the generalized coordinated land use policy statement of the city of Lynnwood that was adopted pursuant to Chapter 36.70A RCW. The plan includes the city’s vision and goals, the GMA required elements, addresses the statewide planning goals, and provides the policy support for implementing regulations.
