“Improvements” mean any permanent structure or landscape feature that becomes part of, placed upon, or is affixed to real property or within the right-of-way including streets, with or without curb or gutter, sidewalks, crosswalk ways, water mains, sanitary and storm sewers, street trees and other appropriate items.
