A. Two of four at-large members must be residents of the city of Lynnwood and have a primary residence within city limits.

B. Up to two member(s) of the at-large member positions may be nonresidents, community stakeholder(s) of the city of Lynnwood.

C. There is a preference for city of Lynnwood residents over nonresident candidates.
