“Biotechnology” means a use that uses living organisms or parts of organisms to make/modify products, modify plants or animals, or develop microorganisms for specific use. Uses that would meet this definition but have, as their primary purpose, the research and development of new products, services or intellectual property shall be classified as research and development uses.
