“Junk yard” means a place where junk, waste, discarded or salvaged materials are bought, sold, exchanged, stored, bailed, packed, disassembled, or handled. The term “junk yard” shall not be construed to include the above described uses if conducted entirely within an enclosed building; automobile wrecking yards and recycling collection centers; pawn shops and establishments for the sale, purchase, or storage of used furniture and household equipment; used cars in operable condition; used or salvaged machinery in operable condition; or the processing of used, discarded, or salvaged materials as a minor part of manufacturing operations.
