“Marijuana processing” means a person, entity or other business, licensed by the Washington State Liquor Control Board, processing marijuana into usable marijuana and/or marijuana-infused products, and/or packaging and labeling usable marijuana and/or marijuana-infused products for sale in retail outlets, and/or selling usable marijuana and marijuana-infused products at wholesale to marijuana retailers.
