All new development along the street or streets to which an approved plan applies shall comply with the approved street frontage landscaping plan. Substantial variations from the plan shall require city council review and approval. The selective use of flowers and small flowering shrubs to augment the approved street frontage landscaping plan shall not be considered a substantial variation.
