Any use may be permitted by the development and business services director as an accessory use to a principal use that is allowed in the applicable zone; provided, that the development and business services director finds that the proposed accessory use is clearly accessory or incidental to the principal use of the property and that the proposed accessory use is consistent with the purpose of the applicable zone.
