There is hereby created in the treasury of the city of Lynnwood a special fund to be known as the “sewer fund.” Any and all revenues derived from the sale of by-products of the treatment plant or from any other source for rental, use or services rendered by the sewer system shall be paid into such fund. Payments out of said fund may be made by the city treasurer on a voucher system, approved by the city council in the same manner as payment from the general fund and for such purposes as the city council shall from time-to-time approve.
