The finance director is designated and appointed as the custodian of this fund, and upon receipt of the monies transferred to him as custodian he shall immediately open a check account in a local bank in the name of the city and entitled “advance travel expense account – Lynnwood finance director, custodian.” (Ord. 3404 § 3 (Att.
