The purpose of the ITS program fund is to accumulate all monies and distribute payments of costs for the development of an intelligent transportation system (ITS) program. The sole purpose of the ITS program is to make traffic flow in Lynnwood more efficient by using technology to more accurately operate signals, and by communicating traffic conditions back to motorists to allow wiser trip choices. All vehicle detection and queue observation cameras now installed and operating, or which will be installed and operated under this program, shall be operated for only the specific use of monitoring, understanding, and communicating traffic conditions on the roadway. Only one exception to this specific use would be if the cameras could assist in the management of a bona fide, occurring public safety emergency. The public works director shall develop standard operating procedures (SOPs) restricting the use of these cameras by Lynnwood employees in accordance with the purpose of this chapter, and shall prohibit any person from using such cameras for any other uses unless specifically authorized by the city council.
