The declared purposes of this chapter are to provide for the preparation and implementation of plans for mitigation, prevention, preparedness, response and recovery activities within the city in the event of an emergency or disaster, and to provide for the coordination of emergency functions and services of the city with Snohomish County and other affected public agencies and private persons, corporations, and organizations. Any expenditures made in connection with such emergency management activities, including mutual aid activities, shall be deemed conclusively for the direct protection and benefit of the inhabitants and property of the city.
