Any person who violates any provision of this title shall be liable to the city of Lynnwood for any expense, loss, damage, cost of inspection, or cost of correction incurred by the city by reason of such violation including any cost to the city incurred in collecting from such person the loss, damage, expense, cost of inspection, or cost of correction.
